Her extensive work across government, community, and judicial environments has established her reputation as a highly competent, system-literate, and ethically grounded practitioner committed to safeguarding vulnerable populations.


She holds a Bachelor of Arts in Criminal Justice (Magna Cum Laude) and a Master of Arts in Christian Care & Counseling (Summa Cum Laude). Her academic and professional background equips her with a deep command of the frameworks governing victim rights, crisis management, evidence-based safety planning, and interagency collaboration.

Lynn’s service within the Prince George’s County Office of the State’s Attorney – Domestic Violence Unit shaped her into a respected and knowledgeable resource for survivors, law-enforcement partners, community organizations, and multidisciplinary teams.


Her responsibilities included crisis intervention, survivor liaison services, lethality assessments, safety planning, and the delivery of professional trainings.
